BY LAWS

ARTICLE I

Definitions

  • “ Bulletin Board” wherever used in the By-Laws shall mean the board used for posting notices in the Women’s locker room at the West Seattle Golf Clubhouse.
  • “ Fiscal Year” wherever used in these By-Laws shall mean the calendar year, January 1 to December 31 inclusive.
  • “ Majority” shall mean more than one half of the votes cast.

ARTICLE II

Meetings

A general membership meeting shall be held at least quarterly. The Officers for the following year shall be elected at the October meeting by a majority of the votes cast by members present. The newly elected Officers shall be installed at the awards banquet. The board will post recommendations on the bulletin board for consideration and vote of the membership. The Captain may call a special meeting at any time. Notice of all regular and special meetings shall be posted on the bulletin board one week prior to the date of the meeting.

ARTICLE III

Duties

The Captain shall preside at all meeting, appoint all committees and their chairman, and prepare an annual calendar. The Assistant Captain shall take charge of all competition of the Club and perform the duties of the Captain in her absence. The Secretary shall record the minutes of all meetings of the club. The Treasurer shall have custody of all funds and disbursements. The Auditor shall be appointed by the Captain.

ARTICLE IV

Dues

The dues of this club shall be payable on or before January 1. New members will also be assessed an initiation fee.

Any person becoming a member of the club after August 1 of any year shall pay prorated dues for the balance of the fiscal year, plus all other appropriated fees. Only paid up members are eligible to vote.

ARTICLE V

Funds

The funds of this club shall be used for competitive golf and the promotion of golf and golf sportsmanship. Weekly competition, awards and general expenses shall be paid from dues.

ARTICLE VI

Standing Rules

All standing rules adopted by the club on motion or otherwise, shall automatically terminate at the end of the fiscal year unless reaffirmed or amended at the first quarter meeting.

ARTICLE VII

  • Nomination and Election of Officers and Trustees
  • The officers of the organization shall be elected at each annual meeting and shall hold office for a period of one year.
  • The trustees shall hold office as follows:
  • Two Trustees shall be elected each annual meeting and shall hold office for two years.
  • In addition , the Captain shall automatically become a trustee following her term in office beginning the next year, for one year.
  • Thirty days before date of annual meeting the Captain shall appoint a committee of three members who shall place in nomination at the next annual meeting at least one nominee for each office to be filled, and two or more nominees for trustees as provided for in the constitution. The Captain shall, within one week of appointing the nominating committee, post on the bulletin board the names of all members of the nomination committee.
  • The nominating committee shall , at least one week prior to the annual meeting, post on the bulletin board the names of all nominees.
  • The elections of officers and trustees shall be by written ballot. However, if only one person is nominated for officer or position as trustee, the presiding officer may instruct the Secretary to cast a unanimous ballot for such nominee. Election shall depend on a majority of members present.

ARTICLE VIII

Publicity

All club publicity, such as social events and all other events of the club, shall be taken care of by the Social Chairman.

ARTICLE IX

Parliamentary Authority

All matters not covered by the Constitution and By-Laws of the organization shall be governed by Robert’s Rules of Order.

ARTICLE X

Captains Green Fees : The club shall pay a portion of the Captains green fees.

ARTICLE XI

Executive Board

The Executive Board of the club shall consist of the following: Officers, Trustees, Membership Chairman, Handicap Chairman, Social Chairman and Tournament Chairman. This board shall have the power to make emergency decisions and approve Lifetime members, in addition to making recommendations to the Club.

ARTICLE XII

Senior Membership

Any member belonging to the Club for twenty years and reaching the age of 65 years shall be eligible to become a “Senior” member.

ARTICLE XIII

Social Members

Any member belonging to the Club and finding it impossible to remain an active golfer may request “Social” membership. Requests are to be approved by the Executive Board.

ARTICLE XIV

Lifetime Member

A Lifetime member is a member honored for outstanding service to the club and is selected by the Executive Board.

STANDING RULES (2007)

COMPETITION

  1. The weekly scheduled competition to be 18 holes from March 7 to October 31 played any day of the week.
  2. All holidays are included in our competition.
  3. Weekly competition to be paid in credit at the Pro Shop. All ties are to be paid.
  4. In figuring weekly competition, a draw for divisions will be made after play is completed.
  5. Any person eligible may win no more than once a week.
  6. A member will have her scorecard attested by another member or a Bayview golf club member.
  7. On all gully holes, after hitting 2 balls into the gully you must carry over to the drop area and be lying five and hitting six. Drop Areas are:

    #3: in front of the temporary green
    #7: on the front edge of the fairway
    #12: on the forward tee box
    #13: the drop area marked
  8. For all competitions all putts must be holed, subject to the maximum score rule.
  9. Maximum score rule: to further the goal of completing rounds under 4-1/2 hours, members shall pick up and record 10x once they have reached 10 strokes on any one hole.
  10. When not in a tournament, if a provisional ball has not been played and a member's ball is deemed to be lost, or out of bounds, instead of following the stroke and distance rule (which requires returning to the tee), drop a ball within 2 club lengths of the spot where the ball is believed lost or went out of bounds and take a penalty of 2 strokes.
  11. Club competitions year round are played with winter rules.

ECLECTICS

  1. 18-hole scores can be used for eclectic providing play is in sanctioned competition on our course. Sanctioned competition to include State or City competition. Players may use scores for eclectics on competition days. Eccies to be posted on special eclectic score sheets provided.
  2. Eclectic scores may be used as long as a match lasts (beyond 18 holes).

GENERAL

  1. The Captain shall receive $200.00 toward green fees at West Seattle Golf Course.
  2. The club will give no gifts or donations. Any exception to this general rule must be voted on by membership.
  3. The Sunshine Chairman will send cards to the sick for the club and members are also encouraged to remember them individually.
  4. Membership in the Greater Seattle Women’s Public Golf Association will be paid by the club.
  5. Membership in the Washington State Women’s Public Links Associated will be paid by the club.
  6. The coffee pots and other equipment belonging to the club shall remain in the clubhouse for the exclusive use of the West Seattle Women’s Golf Club.
  7. The Low Net Award shall be awarded at the end of the year to the member with the lowest net of the year. To be eligible for low net, a member must have a permanent handicap and be entered in the regular weekly competition during the period from March 1 to October 31. Ties will be awarded.
  8. Meal reservations must be canceled before stated date or member will be billed by the treasurer for full amount plus postage.
  9. All records of the West Seattle Women’s Golf Club will be stored in a rented locker. The Board shall make recommendations on destroying records.
  10. A yearbook or roster will be published and will include names, rules, constitution, by-laws, etc. and if necessary, members pay a small fee to defray the cost.

HANDICAP

  1. GHIN - The club shall belong to the GHIN system and the assessment for that system will be included as part of the dues.
  2. A prospective member must pay her dues before posting her scores to establish her handicap. Once dues have been paid prior scores may be used to establish handicap.
  3. The player who lowers her permanent handicap the most from March 1 to October 31 of the current year will be given the Achievement Award. A member must turn in five 18-hole competition cards played at West Seattle in the current year, to be eligible for this award.

    Transferred members use March 1 handicap from previous club.

    New members use first permanent handicap from which to calculate any decrease.

    In case of a tie, the greatest change in differential will be used.

HOLE-IN-ONE

Any member making a hole-in-one on any course will be honored at a party and awarded a trophy costing approximately $25.00.
